Tomas Orlickas, Deputy Director of the NPA – One of the Strongest Chief Technology Officers in Lithuania
The Election Commission of the “Chief Technology Officer (CTO) of the Year of Lithuania” has elected the best CTO of Lithuania during the elections held for a second year in a row. Tomas Orlickas, Deputy Director of the National Paying Agency under the Ministry of Agriculture (NPA) was among the five finalists of the election. This is a sole CTO from public institutions who is among the strongest CTOs in Lithuania.
The final five was elected following the major projects of the year, achieved annual results and the benefits of innovations in an organisation. The leadership of senior officers in the organisation which ensures smooth coordination of the team and regular growth of its members was also evaluated.
“The fact that start-ups, biggest companies, public sector organisations proclaiming Lithuania worldwide entered the final five shows that IT competencies are increasing steadily in all sectors of Lithuania”, – emphasized Mindaugas Rauba, Director of „Bitė“ Technologies, Chairman of the Election Commission.
The NPA, striving for smooth, operative and transparent support administration processes, uses and improves various electronic services. Saving the resources for remote checks the NPA has created the Automated Remote Field Monitoring System called the ALNSIS, farmers are able to report their liabilities implemented via the mobile application „NMA (NPA) AGRO“, applicants may find the information on applications submitted by them, the amount (s) of support paid out in the NPA’s Information Portal, applications for support under appropriate measures are submitted electronically through the Ministry of Agriculture Information System called ŽŪMIS. The online consultations using MS Teams application are provided to the clients of the NPA, the NPA’s robots are also consulting its clients. All this is done for the clients were satisfied with the services provided by the NPA and would be able to benefit from the support granted for agriculture, rural development and fisheries.

On 9 November 2022 the strongest CTO was elected during the “Build Stuff” Conference. Ernestas Kalabuckas, the head of the first in Lithuania company of space technologies “Kongsberg NanoAvionics” was elected the CTO.
This year the best CTOs have been elected by the Election Commission of 7 members: Mindaugas Rauba, Director of “Bitė Lietuva“ Technologies, Žydrūnė Vitaitė, “Eldes” Sales Manager and “Women Go Tech” Co-Founder, Dalius Misiūnas, Rector of the ISM Board and University of Economics, Eglė Radvilė, Head of the Club CIO.LT and the Author of “Vilnius Digital Strategy”, Liucija Zubrutė, Editor of vz.lt portal, Jonė Vaitulevičiūtė, FIRSTPICK Managing Partner and Mindaugas Mozūras, Head of “Vinted” Technologies who was the winner of the “CTO of the Year of Lithuania” last year.
