NPA, Lithuania, showcases Its AI achievements at Panta Rhei Conference in Dublin

On 28–30 April 2026 the 65th Panta Rhei Conference was held in Dublin, Ireland. 

Panta Rhei is a European forum bringing together Common Agricultural Policy (CAP) paying agencies from EU Member States and candidate countries, focusing on the modernisation of CAP administration and addressing digitalisation of public/agricultural payment services and IT innovation. Panta Rhei is a prestigious platform for European agricultural paying agencies, where representatives of EU Member States share good practices and seek innovative solutions for more efficient administration of agricultural support using innovative IT and digital solutions. At this conference the National Paying Agency, Lithuania, was invited to present its achievements in employing artificial intelligence (AI).

This year the agenda focused on AI in public institutions, reducing administrative burden, better data exchange, faster application handling, and user-friendly e-services.

Key discussion areas covered financial management, geospatial data, IT system modernisation, satellite observation, drones, and practical AI use in paying agencies.

NPA Director Fortunatas Dirginčius emphasized: “We are not just following future trends – we are creating them here and now. Artificial intelligence in our agency is no longer just an experiment. It is a tool that allows us to achieve greater transparency and efficiency of operations. Of course, there are still issues that need to be addressed – one of them is to ensure proper governance of AI.”

NPA Deputy Director Tomas Orlickas, who presented a report on “Artificial Intelligence in Daily Operations” at the conference, confirmed that artificial intelligence has already become a regular work tool for NPA. The organisation successfully uses artificial intelligence tools in customer service, publicity, risk analysis, application of legal acts, training and other areas related to support administration. Daily work and the attitude that artificial intelligence can be particularly useful in the activities of the organization led to the NMA becoming the first organization in the public sector to establish an AI Unit. It is staffed exclusively by NPA digital assistants, who quickly and conveniently consult clients and help employees effectively perform daily functions.

AI solutions implemented in the organisation help save time, reduce the likelihood of human errors, ensure uniform decision-making practices and allow for more effective management of fraud risks.

The next Panta Rhei conference is planned for September 2026 in Kraków, Poland.
