Strategic Plan 2023-2027
On 21 November 2022 the European Commission adopted Commission Implementing Decision C(2022) 8272approving the Lithuanian CAP Strategic Plan for 2023–2027:
The Strategic Plan for 2023–2027 aims to ensure the sustainable development of the agricultural and food sector by increasing its added value and competitiveness, supporting the income of small and medium-sized farms, encouraging generational renewal and creating a vibrant rural area attractive for farming and business, while contributing to the implementation of environmental and climate targets.
For the period 2023–2027, nearly EUR 4 billion in EU funding and EUR 322.4 million in national budget contributions have been allocated to agriculture and rural development in Lithuania.
The Strategic Plan comprises two pillars:
Pillar I: Direct payments, eco-schemes and sectoral interventions supported by EUR 3.02 billion in EU funding and EUR 2.75 million in national funding.
Pillar II: Rural development interventions, including investment, cooperation, environmental protection, climate-related and other interventions supported by EUR 977.5 million in EU funding and EUR 319.7 million in national funding.
During the first three years of implementation of the Strategic Plan 2023–2027 EUR 2.1 billion in support was disbursed, representing 48% of the total budget allocated to the Plan.
In 2025 the most popular rural development investment interventions under the 2023–2027 Strategic Plan were:
- “Advisory Services” – 1 431 applications received;
- “Setting up of Young Farmers (Grant)” – 495 applications received;
- “Investments in Agricultural Holdings (Grant)” – 268 applications received;
- “Young Stand Tending”– 264 applications received;
- “Development of Small and Medium-sized Farms” – 257 applications received.
