A Delegation from the Turkish Paying Agency Visited the NPA: Exploring Simplified Cost Options and Inspections

An expert delegation from the Agriculture and Rural Development Support Institution (ARDSI) of Turkey paid an official visit to the National Paying Agency (NPA).

ARDSI serves as the Turkish Paying Agency responsible for implementing the European Union (EU) support for rural development programme (the IPARD programme) in the candidate country. The primary goal of the visit by the Turkish specialists / experts was to adopt the NPA's best practices, knowledge, and proven methodologies that could be applied in the implementation of the new "IPARD III" programme in Turkey.

During the visit / during the ARDSI delegation visit the NPA specialists presented the agency's achievements, inspection planning, and risk assessment methodologies to their colleagues. They also introduced the advanced Automated Continuous Field Monitoring System (ALNSIS), which has significantly reduced the number of physical on-farm inspections. Furthermore, solutions that helped  reduce the administrative burden on clients were discussed.

The guests from Turkey had the opportunity to familiarize themselves with the NPA’s processes not only through theoretical presentations, but also in practice — the delegation accompanied specialists from the NPA’s Control Department on an actual on-the-spot check. During this visit the Turkish experts gained firsthand experience in how inspections are conducted and how specialized field measurement equipment as well as the "NMA Agro" mobile app are utilized.

The representatives of the Turkish Paying Agency emphasized that the experience accumulated by Lithuania and the digitalization results achieved in support administration are of priceless value. These insights will help them develop their own country's agricultural sector support systems more efficiently and smoothly.
