Currently, the National Paying Agency (NPA) is implementing the second part of the Development Cooperation and Humanitarian Aid Programme project "Agriculture and rural development in Moldova and Georgia – strengthening administrative and institutional capacities in the field of European integration“, which is taking place in Georgia. The NPA partners of the project are the Georgian Ministry of Environment Protection and Agriculture (MEPA) and the Rural Development Agency (RDA), which performs the functions of a paying agency. The project comprises six NMA expert missions in Tbilisi (Georgia). The aim of these missions – exchanging knowledge and sharing experience on topics relevant to Georgia in accordance with EU requirements, focusing mainly on strengthening the administrative capacity of institutions operating in the agricultural and rural development sector. A study visit in Lithuania by a delegation comprising representatives from both Georgian institutions, MEPA and RDA, is planned as part of the project in autumn this year.
In 2023 Georgia has been granted the EU candidate status, so harmonisation of the national legislation with the EU law is of crucial importance for the country. Georgia will take the opportunity to learn from the experience of Lithuania's accession to the EU, further improving the activities of institutions operating in the agricultural and rural development sector.
In April this year, the first mission of NMA experts took place in Tbilisi, a meeting between of the MEPA Vice Minister, RDA and NPA Directors was organised. During the first mission, NPA experts familiarised the representatives of MEPA and RDA with the EU legal acts regulating the common market organisation of agricultural product markets, presented the administration and control requirements of the Leader measure operating under the Lithuanian Rural Development Programme, shared their know-how and practical advice. The second mission of the NPA experts will take place in Tbilisi in May.
